Usage and licensing
The SDKs and the MCP server cost nothing. Using the platform they call is licensed: by governed action - one action Decionis ruled on for your account - or by a plan that includes a monthly allowance of them. A developer account starts on the free Developer plan, in Sandbox, and your dashboard shows every governed action as it is counted.
The SDKs and the MCP server are free to download and use under the Apache License 2.0. Using the Nevarn platform they call is licensed on the platform, by governed actions or by subscription.
What a governed action is
A governed action is one action Decionis ruled on for your account: a bot's intent or execution, a trading signal, a supplier payment or sweep, a withdrawal leg or a venue order. Refusals count, because a refusal is a ruling. An action the authority was asked about but did not answer is recorded as not answered and is not counted; an action stopped before Decionis was asked - by a key's limit, a halt or a replay - is not counted at all.
- One per action: a Production execution is counted once, from its order, not again for the intent that asked for it.
- Shadow intents and Sandbox executions are counted: they are ruled too.
- Counted per account and per API key, by calendar month (UTC). GET /machine/mandate shows this month's counts for the key and the account under governed_actions.
The plans
| Plan | A month | Included | Beyond it | Live funds |
|---|---|---|---|---|
| Developer | Free | A monthly allowance of governed actions, shown on your dashboard | Refused: the allowance is a hard cap | No: Sandbox only |
| Usage | No monthly fee | None | $1 per 1,000 governed actions; $20 a month per active mandate | Yes |
| Starter | $199 | 5,000 governed actions, 2 active mandates | $1 per further 1,000; $20 a month per further mandate | Yes |
| Team | $799 | 100,000 governed actions, 20 active mandates | $1 per further 1,000; $20 a month per further mandate | Yes |
| Enterprise | Quoted | On terms of your own | By agreement | Yes |
Prices are in US dollars. An active mandate is a permission your account granted that has neither expired nor been revoked. A paid plan is never refused for volume: beyond its allowance is overage.
Getting a plan
- Create a developer account: it starts on the Developer plan, in Sandbox.
- When your bot is ready for live funds, ask for Usage, Starter, Team or Enterprise from the Plans card on your dashboard.
- Nevarn grants the plan on your account. There is no card checkout: each month your dashboard shows the governed actions counted and an estimate of what they cost under your plan. The estimate is not an invoice.
What a licence can and cannot stop
- A licence is checked once, before a new governed action is ruled on or queued, so nothing has moved when it refuses and an action already in flight finishes. The same action asked again is never refused.
- It can refuse when the licence cannot be read, is suspended, does not license live funds while the account is in Production, or has reached a hard cap.
- It never judges a withdrawal or a halt: a licence can never stand between you and your money, or your off switch.
- Refusals are switched on per deployment. Until they are, an action a licence would refuse goes ahead and is logged; your dashboard says which applies to your account.
